Less than 2 minutes of work...

makemanent --includeold --usegroups --cutoffdate 11241448 --entityfile \
/usr/doc/share/sgml/man-refs.ent | sortmanent

put into file, save, test-build an SGML file, commit.

Ok, I needed another 10 minutes to hack makemanent and sortmanent
to add support for the vendor attribute and to change the sorting
order, but still...
