Not necessarily.

No, unless you want to use it yourself.  If you don't use it, you
could also remove the anonymous ftp login.

I had problems with spammers.  I complained to the host ISP, and got
no useful feedback.  Check out http://www.lemis.com/spamalibi.html for
one example.
