Not really. macOS uses a lot of the FreeBSD 'userland' -- ie, the user commands -- but the kernel is significantly different. There is quite a close relationship between macOS and FreeBSD, though I'm vague on the details (if anyone has any links, I'd be very interested in them). The -k option does not actually halt the sys- tem, but leaves the system multi-user with logins disabled (for all but super-user). See 'man shutdown' As it happens, I think that 'shutdown -h now' does work on macOS, but it may not be formally supported. That is, there may well be other aspects of a fully controlled shutdown which this will miss.
