I tried disabling wide negotiation in the BIOS for the CD-R,
which gets it a bit farther. When scanning the bus, it now says:

(scsi0:0:5:0) Synchronous at 10.0MHz, offset 8.
(scsi0:0:5:-1) Unexpected busfree, LASTPHASE=0x40, SEQADDR=0x119
(scsi0:0:5:-1) Unexpected busfree, LASTPHASE=0x40, SEQADDR=0x118

and then it repeats every 8 or 9 seconds, sometimes reading 0x119 and
sometimes 0x118. Periodically it will repeat the "Synchronous at
10.0MHz" message, but it does not get any farther.
