I am using the following as start up script
for the DHCP server. Just add  -d at the end of the last line.

Of course, edit this and put your locations and interface.

/usr/local/etc/rc.d/dhcpd.sh

#!/bin/sh
#
#   DHCP StartUp script
#   Mikel King
#
#        <Shadow/>
#

DHCPD="/usr/local/sbin/dhcpd"
CFG="/etc/rc.dhcpd"
iif="xl1"

${DHCPD} -cf ${CFG} ${iif}


----
the last row must be:
${DHCPD} -cf ${CFG} ${iif} -d
