Files for new port

The Apache Xalan-C++ XSLT processor, based on Xerces-C++.  This port uses the
same naming convention as the existing xalan-j and xerces-c ports.

I have configured it similarly to the existing Debian package of the same name,
with "inmem" localisation (ICU support seems broken).  I have also picked up a
one-line patch from the Debian package which prevents a segfault under some
conditions.
