I know you don't want to hear this, but the reality of it is that we really should be doing a better job of keeping the web pages up-to-date with regards to things like this. In particular, when there is a major change coming and we know that the necessary information is to be found in the appropriate UPDATING file (or wherever), then we should change the web pages to reflect the fact and point to the appropriate specific file.
