There is also Keystone - http://keystone.whitepj.net/ ...it web based and uses PHP/MySQL and some PERL. it can also send/receive emails for various purposes. it's a bit bloated, and the interface can be a bit cluttered (for my tastes, that is), but all in all it's quite a nice tool.
