Most people use mirror[1] for FTP mirroring. For a more general
synchronisation tool, there are SUP, CVSup (which is not limited to CVS),
rsync and rdist.

For a non FTP mirror (e.g. sync of /etc/hosts files or such), rsync with
ssh for the security part are nearly perfect.
