Ooh... how 'bout

find ${TOPOFTREE} | cpio -pdm -R ${LIBOWN}:${LIBGRP} \
    ${PREFIX}/libexec/${PROD_HOME}

Advantage of cpio is you can set the owner:group as you copy.
