Do you mean a package (e.g. "foo-1.0.tgz" downloaded from
ftp.freebsd.org/pub/FreeBSD/ports/packages) when you say tarball (BTW,
tarbAll, not tarbEll)?  Packages are simply precompiled ports - they
come from the same source and should do exactly the same thing, except
ports have additional options available to customize them
(installation location, compiler optimization settings to compile
with, whether or not to install documentation, and port-specific knobs
like enabling optional software features, ...).

This shouldn't be true.  Can you give an example?

Yes.  You can install a port to a different location by using the
PREFIX, LOCALBASE and X11BASE environment variables.
