I think the solution is to break out rc.d/nfslocking into rc.d/statd and rc.d/lockd. I never liked having both daemons run from the same file, but at the time we had decided to limit gratuitous differences with the NetBSD code so I couldn't do anything about. Now that we don't have to worry about that I think this is the proper solution.
