AFAIK the only site publishing binaries from security branches (and any other FreeBSD snapshots) is snapshots.jp.freebsd.org. 4.6-RELEASE-p1 is available at ftp://snapshots.jp.freebsd.org/pub/FreeBSD/releases/i386/4.6-RELEASE-p1/ Questions like this please ask in freebsd-questions@FreeBSD.org or users-l@FreeBSD.cz (in Czech).
