I don't think that will work. You're obviously having above-average problems. There are more things that just the modem commands that you need to consider. I spend 24 pages discussing setup in "The Complete FreeBSD", second edition (http://www.cdrom.com/titles/os/bsdbook2.htm), and I'm coming to the conclusion that that's woefully inadequate. I strongly recommend that you get and read the book. That should put you in a better position to debug the problems you're having.
