I installed ports/devel/bison and ddd builds fine.  So, to summarize
my findings:

/usr/bin/yacc                   works.
/usr/bin/bison (v 1.25)         does not work.
/usr/local/bin/bison (v 1.27)   works.

Friends?  I'm adrift in a sea of Linux.
