Is the issue that the distfile is not publically available? Yes, there is a LICENSE issue. 1. Accodring to Mitsubishi Electric, to download archive consider to accept LICENSE AGREEMENT. 2. There are some usages restrictions. I couldn't find a English version LICENSE AGREEMENT page(I think that the site's English version is not available.). So I quote a translation of the site: http://www.excite.co.jp/world/english/web/?wb_url=http%3A%2F%2Fwww.mitsubishielectric.co.jp%2Ffrequps%2Ff%5Fdown%2Fkeiyaku.html&wb_lp=JAEN&wb_dis=2 I couldn't offer enough usage restrictions, so I RESTRICTED.
