I confirm this is a problem with the mentioned encrypted setup - it bricked=
 one
of my installs.

The dirty workaround might be to replace the /boot/loader with the one from=
 the
13.0-RELEASE, that is, the last version when this disk encryption setup see=
ms
to have worked.

Great job on tracking the bug.
