Yes. Every port of the dailin server has one IP. If your IP has 1000 ports  
your chances are 1:1000 to get the same IP...

use inet 0.0.0.0 0.0.0.1 link1

and defaultrouter 0.0.0.1

I have never used dynamic IPs and cannot tell you.
