I don't think OpenSSL is old since I made the world not long ago. I also
am installing racoon from the ports.

Any other suggestion?

Sounds like it's picking up an out of date version of OpenSSL.  Are
you sure you don't have an old copy of the port lying around?  And are
you installing racoon from ports?
