It only really works if both ends have the same setting (i.e. both locked down or neither locked down); if the settings are mismatched then the speed will be selected correctly but the autonegotiating card will choose half-duplex which is almost always what you don't want. It'll partially work but you'll see exactly the sort of problems you reported.
