Does anyone know where it is possible to buy a piece of hardware
that looks like a phone line with a modem on each end?  It would
be used to simulate a modem-to-modem link for software debugging.

What I have in mind could probably be implemented using a single-chip
ucontroller plus dual SIO and rs232.

Alternatively, how about a bit of *software* that would allow an
old PC with two serial ports to be used?
