Because there are too many modes, e.g., for pcvt:

	numeric keypad up:  ESC O x
	cursor keypad up:   ESC O A
	numeric keypad Del: ESC O n
	cursor keypad Del:  ESC [ 3 ~
	^?:		    / (broken)

For 1001 serial terminals: see termcap.src.
