First, you should take a look at the output of startx. You'll have to
catch it somewhere like this:
$ startx 2>&1 > /tmp/startx.log
You might find out what the problem is by reading that output.
Otherwise post it and I'll take a look. You should also check that
your /etc/XF86Config file contains definitions for 16 bpp. You should
have something like this:
Section "Screen"
Driver "accel"
Device "ATI Graphics Ultra Pro"
Monitor "My Monitor"
Subsection "Display"
Depth 8
Modes "1024x768" "1280x1024" "800x600" "640x480"

Make sure that you have a Subsection with Depth 16.
