Please remove files/patch-tools+rc+cmdline.c from emulators/twin port.

Also please note the website for this package has disappeared.

I am CC'ing portmgr.. maybe this should be fixed even if we are in ports freeze
as it won't affect other stuff and it looks like this port will finally build
on the Alpha.
