I don't have (yet) installed CVSUP on my box, but your tag seems to be
the culprit : 2_2_6_Release is the frozen version which has been
released some time ago.
follow RELENG_2_2 (which should be 2.2.6+ by now)

I've been running this supfile and nothing appears to be
changing. It sounds and looks like something is happening.
However I never see anything updated on the cvsup window:
Here is the file. Maybe I have something set up wrong.

*default host=cvsup.FreeBSD.org
*default base=/usr
*default prefix=/usr
# The following line is for 2.2-stable. If you want 2.1-stable, change
