This broke the build on old versions of the OS because sys/sysctl.h =
isn't installed to WORLDTMP before bootstrap-tools:

# 1. legacy stage [BMAKE]
# This stage is responsible for creating compatibility
# shims that are needed by the bootstrap-tools,
# build-tools and cross-tools stages. These are generally
# APIs that tools from one of those three stages need to
# build that aren't present on the host.
# 1. bootstrap-tools stage [BMAKE]
# This stage is responsible for creating programs that
# are needed for backward compatibility reasons. They
# are not built as cross-tools.
