Not true, as seen in the comment at the top of the file:

	# This file now contains just the overrides from /etc/defaults/rc.conf
	# please make all changes to this file.

Thus, you add lines to this file to override the defaults.  For example:

	network_interfaces="lo0 xl0"

Its a little odd (IMHO), since one has to run through the contents of
/etc/defaults/rc.conf to figure out what needs to be changed.  Then place
the new statements in /etc/rc.conf.  But in fairness you aren't going to
be doing this more than once.
