It's incomplete documentation. PostgreSQL requires System V-style semaphores, which are not a default configuration in any FreeBSD release. (I can verify that it does work under 2.2.6 when the kernel is properly configured.) However, this is not documented anywhere. The internal documentation of the port should mention this somewhere.
