That's the only > time I'd really envisage the line coming down and needing re-initializing. as far as i have seen, the only time ppp.link(up|down) scripts run is only when root sends a signal, be either HUP or INT. that's my problem & other's too. so, sudo may be the solution for you, for now, but i haven't tried.
