Yes, it is. It looks like only partially completed work on the build environmental switches got committed. Someone was converting from NOKERBEROS to MAKE_KERBEROS with the NOKERBEROS wanting "yes" or "no", and the MAKE_KERBEROS being used to select which Kerberos package (4 or 5 or none) to build.
