Sorry, I forgot to say that I was using to the tunnel to connect to the remote site with interface address of 132.146.113.1 and I am not using the tunnels to send the packets to the local address, 132.146.115.164. I am trying to use tunnels as point to point links for running routing over them. But the end result is that I do not see a packet destined for the end point of the tunnel, 132.146.113.1 on the wire.
