If should've caught part of this:
===>  Building package for octave-4.4.1_5
pkg-static: Unable to access file /wrkdirs/usr/ports/math/octave/work/stage/usr/local/share/icons/hicolor/x/apps/octave.png:No such file or directory
*** Error code 1

That's from my bulk run. Missing files do result in packaging errors.
Maybe you missed that error? (that has happened to me before...)
