It's not needed for the build. I believe it was there from when I was tring to debug the inital loader port. The debug flags for skiload were there for my script which loaded the kernel and set a ski breakpoint at '__start' - it set breakpoints inside skiload so that it could swap symbol tables after the kernel was loaded.
