Well, I had the same problem after a cvsup + make world.
Probably some changes in sshd.

My box:
bash-2.05# uname -a
FreeBSD bridge.office.netland.nl 4.5-STABLE FreeBSD 4.5-STABLE #0: Wed 
Mar 13 11:06:57 CET 2002     root@:/usr/obj/usr/src/sys/GENERIC  i386
