Where did you get this notion from?  4.1.1a is the latest "production" 
release while 4.1.72 is the latest development (currently alpha) 
release prior to 4.2.0, see http://www.eecis.udel.edu/~ntp/ and the NTP 
version numbering page at http://www.eecis.udel.edu/~ntp/version.html.  
(This can be compared to the FreeBSD-STABLE and FreeBSD-CURRENT 
branches of FreeBSD.)  If you want to install the "production" release 
use the ntp port.  If you want to install the development release of 
ntp, install the ntp-devel port.  4.1.1a does not replace 4.1.72.

The website lists binary packages.  The binary packages on the website 
were generated at the time the ports tree was tagged with the 
RELEASE_4_6_0 tag in preparation for the release of 
FreeBSD-4.6_RELEASE.  Since then the binary packages on the website 
have become obsolete.  The OpenSSH-portable port is at 3.2.3p1.  The 
OpenSSH port is at 3.2.3.

If you want the latest and greatest ports available you will need to 
CVSup the ports tree and "make install" the ports you desire.
