I finally got my firewall up and running. The reason natd wasn't translating was that I had both natd *and* ipfw using the wrong (internal) interface instead of the external/public one! I had tried changing natd's interface xor ipfw's but never both at the same time. So the simple solution was just to have ipfw divert all traffice coming on the external/public interface and have natd translate traffic coming in on that same interface.
