I think secure levels are the same as any other knobs.  If you don't
know what they do, don't mess with em!

The secure level setup in sysinstall is a new feature of 4.2.  I have
heard some whisperings here and there that they are not going away in
5.0, but there are other mechanisms in the works.  Just a rumor.
