A similar problem occurred previously.  See

usr/local/www/db/text/2001/cvs-all/20010819.cvs-all  which will lead 
you to 
http://www.freebsd.org/cgi/cvsweb.cgi/ports/mail/imp/Makefile.diff?r
1=1.1&r2=1.2 which shows indicates to me that "pre-everything 
requires two colons, not one."
