Check if Konsole/KDE have any settings regarding fonts and character sets. I'm not a KDE user so I can't help you much with that. According to http://docs.kde.org/stable/en/kdebase-apps/konsole/commandreference.html, the View->Set Character Encoding might be of use, or one of the submenus in the Settings menu?
