Recent comment by someone close to the kernel (possibly dg - search list
archives to find out) - you should always have slightly more swap than RAM
in order to avoid a race condition in the VM system.

While you can use a file for additional swap, I gather performance is
unattractive.  Another poster has spelt out the options more completely.
