Assuming that you really mean a digital camera when you say 'video camera', such cameras generally use USB. A serial port just wouldn't be able to handle one JPEG every second, let alone 60. Actually, I'm not under the impression that digital cameras have that high a frame rate either (even with USB.) Anyway, if you look in the ports collection, you'll see cqcam, which provides support for the Connectix Quick Cam.
