Used to be you had to find the request page at www.tis.com (before they were bought) and submit a form agreeing to some licensing restrictions, and they'd email back an ftp directory to grab the sources from. I am not sure if the toolkit is still available, as TIS dropped support (as in making contributed patches available) for it a few years ago...
