Hi Kevin,

it was the name used (#ifdef __Panda__) in the upstream SCTP code for
using it in an Cisco proprietary product.
Since I don't know if that code is still used, but they haven't
contributed anything back, I think it is OK to reduce the #ifdef =
complexity
upstream and remove it.=20
