NO_FLOPPIES doesn't disable drivers.conf handling but it probably
should since if you aren't using floppies you are booting from
GENERIC and don't need modules in the mfsroot or on a non-existent
third floppy.  I'll test that later.

If you want to build an Alpha release, you basically need to use
NO_FLOPPIES.  I've got the Alpha BOOTMFS kernel down to having
no network card drivers, only having the 'ahc' SCSI adapter driver
(and support for ata controllers and disks) and it still doesn't
fit.  Someone else can try and pair it down further if they want,
but I'm not going to put anymore time into it.  I do want to explore
the option of creating a smallish (< 10mb) ISO image that can be
dd'd onto the start of a hard disk and booted from that basically
contains just the kernel and loader and mfsroot so one can boot
from it and then do an NFS/FTP/etc. install.
