FWIW, I would have said keep it on cvs-all. (Side note: last I checked, cvs-all and cvs-committers still ended up being the same, has this been [un]fixed?) I'm not particularly interested in all the architectural discussion about new-bus, but I'd interested in seeing a gross progression on it, as its something that would seem to be coming up to bite me (preferably very lightly ;) in the near future. I see it as a bit of a parallel branch of the main CVS repository, and thus coincides rather well with the purpose of cvs-all. And with my lack of committer status, that's also the only place I can pick up the commit msgs.
