Last year, while consulting for a non-profit company, I located a large copper wire bundle co-located with the new ISP facility I was creating. It occured to me back in Feb 96 that I could offer high performance internet access using that copper bundle. The local telco engineers were helpful in identifying various tarrifs that might be used to facilitate high speed access, using a circuit between the POP and the customer. Since this location was a Alarm company back closet I asked the founder to tell me what they used. For the US West territory in Colorado, it was BANA or PLNA circuits. These were 'dry-copper' circuits, effectively bypassing the telco switch all together and required a special installation request. Installation was expensive, but monthly rates were low. If you are looking for large excess copper locations, have found interesting tarrifs to use, or are applying DSL technologies, and wish to share this info, I'm happy to correspond with you.
