Updated the port XEmacs-21.1.8. I'm sorry for regret handbook rules. I've
not put DESCR and COMMENT to all slave ports but made these at Makefile.
I've made xemacs-mule ports to regular form in which all ports refer
COMMENT, DESCR and PLIST.

Update files are respecively :
