This is something for ports@FreeBSD.org actually since it involves ports. Is there anything in /usr/ports/databases/postgresql74-server ? Did you fetch the entire ports tree? The tree was designed to be "downloaded" in total so that you can use all dependencies. A partially downloaded tree is not supported afair.
