OK.  There is a way: just do it.  This is unportable but works for gcc.

I used __IGNORE without any args for portability.  Oh, I left out a
:-)/2.  Putting -D__FOOID=__IGNORE in hundreds of makefiles would be
uglier than putting __FOOID once in <sys/foo.h>.  However, it is easier
if only one program uses __FOOID.
