I don't know if this was ever resolved for you. I encountered the same problem last week. Here's a patch which fixes this problem for me. It's against 4.9-STABLE. save the two patch files. cd /usr/src/sys/netinet patch <path/to/ip_input.c.patch patch <path/to/ip_output.patch Make and install the new kernel.
